Different writers seem to use different terms here, though maybe this is the difference between a Major Archbishop and a Patriarch. Does the Pope "approve" the election (i.e., "I like the guy. He's a real mensch." or "No, he drinks too much.") or does he offer ecclesial communion to him ("I accept you as an archbishop in communion with the See of Rome")?
Good question. I'm not sure of the answer, but note that the Code of Canons of the Eastern Churches says: "The new patriarch must as soon as possible request ecclesiastical communion from the Roman Pontiff by means of a letter signed in his own hand."
