I suspect that the Vatican oversight of lay movements is a relatively recent thing (JPII at the earliest) and the policy and protocols are starting to reach some maturity. If the organisation is transnational, no one bishop can act to deal with problems, so the Vatican it is.
A member of a prayer group I was involved with left to become a hermit in an organization which was later closed because of financial irregularities on the part of the leadership, probably under BXVI but maybe under St. JPII.
I don't know any of the particulars, but I am skeptical of anything that a German Bishop does, given their track record on Synodality and their desire to conform the Church to the culture.

I am skeptical on the other hand towards anything Medjdugorje related. Those apparitions are *strange*.
