Today's Starting Seven #6 said that Pope Francis "when he appoints new bishops in the US he will consider their openness to transgender people as a criteria.”

Joking aside, everything that I have read about Archbishop Fabre indicates that he would be a fantastic bishop for Washington. He seems like a good, honest, and faithful man that would be a great fit for that archdiocese. The Pillar stated "While Fabre is well-regarded for his work leading the Church in the United States’ engagement on racial justice issues, the bishop has not immersed himself in the minutiae of conference politics, and shown himself willing to work on priority issues with broad coalitions." (https://www.pillarcatholic.com/p/bishop-fabre-to-succeed-abp-kurtz). This could be VERY valuable considering the political rancor oozing throughout that see.
That he offered a mass to celebrate St. Josemaria's feast day does not make him a member of Opus Dei. Looking at your link, I'm pretty confident Cardinal Dolan is not (but Gomez is)
And if Fabre were a member of the Priestly Society of the Holy Cross--secular (diocesan) priests who receive spiritual guidance and support in their vocation and ministries in the Church--why would that provoke suspicion, wariness or mistrust?
I didn't realize our archbishop was considered a rising star. It's not really welcome news, since we like him here, but he has seemed to be a very sincere, faithful Catholic.
In the local Patois, it's East Tennessee, not Eastern Tennessee. Look up the name of the dioscean newspaper. It's East Tennessee Catholic. Either use 'East' or don't capitalize the 'E' in eastern!

I worked with Archbishop Fabre in two dioceses, and can happily confirm all the good said of him. Would love to see him in Washington.
