Maybe they should scatter Vatican functions in the same way certain UN offices are scattered around the world (or at least, scattered among the most pleasant parts of Europe)? For the Vatican, though, the Pope could choose locations with an eye toward leveraging each country's relevant stereotypical national reputation. Finance? Move that to Denmark, which has the lowest level of government corruption. Sweden has the best court system (according to the World Justice Project). Britain is famous for its diplomats, and Americans could handle the charitable activities (does any other country donate more money for them?). Finally, the DDF could move to Israel - listed in multiple surveys as the most religious country in the world!
