Is Nigeria becoming a failed state? Meaning, is the national government unable to defeat these jihadist terrorists & defend its people, or simply unwilling?

It is difficult to keep up, but my sense (from two people I am in touch with, one missionary and one native in the Southeast) is that the government is hostile to Christians. Also, there is not a cohesive national government which, yes, points to a failing state, and there exists an inability also to combat the terror because it is flaring everywhere. Road travel is quite dangerous for priests, because the country is vast and many areas are under protected.
