I would wildly guess that some of that Diocese are apoplectic that their children are going through years of fees, hours and monthly tithe to get their kids sacraments and some adults are waltzing in with their 9 years olds getting all the sacraments in one session. To me it sounds like a version of modern political and cultural tensions in American parishes.
