It is unfortunate that Concordants such as this do not have any sort of expiration or extinction clause if the contracting party totally blows up its society and government structure the way that Chavez did. The Venezuela of today shares only the geography of the Venezuela of 1965. That Venezuela was governed by a Constitution adopted in 1961. Today's Venezuela is governed by no Constitution at all, really, since the 1990 Constitution has been suspended since 2017bwhike an Assembly drafts a new one. Why do they need one, given the 350 articles in the 1990 document guarantee everything up to self-licking ice cream cones?
I do not have an answer for how the Vatican should manage episcopal appointments in closed societies. I just don't believe its current approaches here or in China are the right ones.
