"Can. 87 ┬з1. A diocesan bishop, whenever he judges that it contributes to their spiritual good, is able to dispense the faithful from universal and particular disciplinary laws issued for his territory or his subjects by the supreme authority of the Church. He is not able to dispense, however, from procedural or penal laws nor from those whose dispensation is specially reserved to the Apostolic See or some other authority."
This is not a procedural or penal law, nor it is a matter where the Apostolic See has specifically reserved it to its own authority. There aren't many of those.
In practice this is actually done fairly regularly. See Saint Patrick Day on a Friday. Our bishop dispensed the Sunday obligation a few years ago when the entire diocese was under a blizzard warning.
Now, someone might argue that this type of dispensation does not meet the requirement of a "just cause." Well, Canon Law has provided for that:
"Canon 90 ┬з2. In a case of doubt concerning the sufficiency of the cause, a dispensation is granted validly and licitly."
